2. Do overseas auditors need to meet the requirements of the new version of the Quality Management System Certification Rules when conducting QMS certification audits within China?

Overseas auditors conducting QMS certification audits within China must be confirmed by the China Certification and Accreditation Association and comply with the new version of the "Quality Management System Certification Rules" issued by the National Certification and Accreditation Administration.


3. If the QMS certification client is an overseas organization, and the certification body's certification activities cover both the main venue overseas and the branch venues within China, do the certification activities implemented within China need to meet the requirements of these rules?

Engaging in QMS certification activities within the territory of the People's Republic of China shall comply with the Certification and Accreditation Regulations of the People's Republic of China, the Management Measures for Certification Bodies, and the new version of the Quality Management System Certification Rules.


4.Does the requirement for the competence of full-time certification personnel specified in the qualification approval requirements of certification bodies apply to part-time certification personnel?

5. When conducting QMS certification auditor competency assessment, can accredited certification bodies expand their certification business scope and professional fields through accreditation by accreditation bodies?

The certification body shall, based on Appendix A of the new version of the Quality Management System Certification Rules, subdivide the scope of certification business and its risk types, and establish risk-based assessment criteria for professional auditors in the certification business scope. The assessment criteria shall comply with Article 3.6 of the new version of the Quality Management System Certification Rules. Accredited certification bodies may expand the professional scope of QMS certification auditors' certification business through accreditation by accreditation bodies. However, for unapproved certification business scope, professional field assessment of the corresponding certification business scope should be carried out in accordance with the conditions listed in clause 3.6 of the new version of the Quality Management System Certification Rules.


6. Can the professional work experience of quality management system certification auditors before obtaining the corresponding education be used as a basis for evaluating the professional field within the scope of certification business?

When conducting professional field assessments for auditors, their professional work experience should be calculated from the date of obtaining the corresponding education. 7. Are the management system certification audit person days participated in by the intern auditor and the management system certification audit person days conducted by the auditor overseas included in the calculation of 180 days/cycle year?

The total time spent by each auditor participating in on-site management system audits should not exceed 180 days per cycle year, including the number of person days spent by intern auditors participating in management system certification audits, but excluding the number of person days spent by auditors conducting management system certification audits overseas.


8.Can a company operate QMS before obtaining a business license?

The evidence time for QMS to run for three months should be calculated after the enterprise obtains the business license, and the time before the enterprise obtains the business license is not included in the QMS operation time.


9. If the certification certificate is suspended, revoked, or cancelled for less than one year due to the organization's own reasons, and the intended certification body is the original issuing body, can the organization accept their resubmitted certification application within one year?

If the certification organization's certification certificate is suspended, revoked or cancelled by the original issuing authority due to its own reasons, the certification authority (including the original issuing authority) cannot accept new certification applications submitted by the certified organization before the original certification certificate has been suspended, revoked or cancelled for less than one year.


10. Can the certification client adjust their working hours appropriately during the implementation of the certification audit, and cooperate with the audit for up to 8 hours?

If the actual working hours of the certification client on a working day are less than 8 hours, the certification body shall reach an agreement with the certification client to adjust the working hours to 8 hours to cooperate with the on-site audit implementation, and retain the certification records.


11. Does the new version of the "Quality Management System Certification Rules" reduce the total audit time by no more than 30% for any reason?

When determining the audit time for quality management system certification, the audit time may be reduced due to the low-risk scope of certification, but the reduction amount shall not exceed 10% of the audit time specified in Appendix B; If there are other reasons to reduce the audit time within the scope of certification, the audit time can be appropriately reduced, but the total time for reducing the audit shall not exceed 30% of the audit time specified in Appendix B.


12.How should part-time auditors and technical experts who do not have a workplace or have retired be labeled with their workplace?

Part time auditors and technical experts who do not currently have a workplace can fill in according to their social security payment unit. If they have not paid social security, fill in 'none'. For part-time auditors and technical experts who have retired, fill in the retirement unit and indicate that they have retired.


13.Does the first stage of non site implementation include the certification client having obtained valid product and service certification certificates issued by this certification body?

In order to achieve the purpose and requirements of the first stage audit, if the certification client has obtained valid certification certificates in other management system certification fields issued by this certification body, the first stage audit may not be carried out on site by the certification client.


14.What requirements should certification personnel meet for quality management system certification activities in specific industries?

For specific industry quality management system certification activities (such as IATF 16949 Automotive Industry Quality Management System Certification, ISO 22163 Railway Industry Quality Management System Certification, etc.), if the certification basis does not include "Quality Management System Requirements" (GB/T 19001) or "Quality Management System Requirements" (ISO 9001), the certification decision personnel should be full-time certification personnel of the certification body and not members of the audit team. The ability should meet the relevant requirements for certification body qualification approval, and the certification decision must be made by staff within the territory of the People's Republic of China.


15.Can the certification certificate only include the standard number and valid version, such as GB/T 19001-2016/ISO 9001:2015, without specifying the standard name?

The Management Measures for Certification Certificates and Certification Marks stipulate that the content of the management system certification certificate should include the standards on which the certification is based. The management system certification certificate issued by the certification body should list the currently valid standard name and standard number.


16.On the basis of Appendix A, Table A.1 and Table A.2 of the new version of the Quality Management System Certification Rules, can the certification body further subdivide the scope of certification business and adjust the risk types of industries in the examples in Appendix A, Table A.2? Certification bodies should conduct feature analysis and risk level classification on the 39 certification business scopes based on Tables A.1 and A.2, determine detailed categories of certification business scopes and their risks, and not only classify risks based on the 39 major categories of certification business scopes.
