Jiangsu promotes green certification to promote high-quality development
Recently, Jiangsu Provincial Market Supervision Bureau, Provincial Development and Reform Commission, Provincial Industry and Information Technology Department jointly issued the "Opinions on Further Promoting Green Certification to Promote Green low-carbon circular Development" (hereinafter referred to as the "Opinions"), to build a unified management, joint implementation, authority and public trust, general mutual recognition of green certification system, to promote the construction of a unified green standard, certification, identification system. We will increase the supply of green products and services, guide green production and consumption, and comprehensively improve the quality and efficiency of green development.
The "Opinions" proposed that by 2025, our province's green certification system will be more complete, the standard system, certification system, supervision system, public service system and regional cooperation mutual recognition system will be basically improved, the coverage of green certification will gradually expand, the quality management ability of various green industry organizations (enterprises) will be significantly enhanced, and the supply of green products and services will better meet consumer demand. The market share and quality efficiency have been further improved, and the green transformation of production and lifestyle has achieved remarkable results.
Carry out certification of green industry products
We will promote the certification of green transformation and upgrading of traditional industries. Give full play to the role of certification, and promote the green transformation and upgrading of key industries such as petrochemical, building materials, and textile. We will strengthen energy consumption, water consumption, environmental protection and other standards, implement a number of green manufacturing certification projects, and build a number of green factories and green supply chains with demonstration and leading roles.
Carry out product certification for green emerging industries. For robots, Internet of things, smart home and other characteristic products with industrial advantages, establish a high-end quality certification system in the form of alliance certification, lead production enterprises to improve product quality through the "Jiangsu quality" certification mode, and strengthen the "Made in Jiangsu" brand with high standards and high quality. Focus on 100 leading enterprises with obvious scale advantages and industrial chain integration capabilities, 1,000 high-growth enterprises with good professional foundation, strong sense of innovation and great development potential, and cultivate a group of green certification leader enterprises.
Accelerate green agriculture certification. Support the establishment of the "Yangtze River Delta Green Certification Pilot Zone", encourage local governments and production enterprises to use certification tools to increase the supply of high-quality agricultural products, and cultivate a number of high-end agricultural products and agricultural certification brands. By 2025, the province will strive to exceed 2,000 organic product certification certificates, and the proportion of green high-quality agricultural products will reach more than 75%.
We will raise the level of green service industry certification. In the fields of health care, education, elderly care, tourism, e-commerce, shared leasing and other living services, as well as pollution control, farmland, water source protection, finance, information, industrial design, intellectual property and other producer services, related standards for green service industries have been developed. By 2025, there will be 10,000 valid certificates for various types of service certification in the province.
Certification of green and low-carbon industries will be strengthened. Encourage and support key energy users in industry, transportation, electricity, construction, public institutions and other fields to carry out energy management system certification to improve energy efficiency. Accelerate the integration of existing environmental protection, energy saving, water saving, recycling, low-carbon, recycling and other products into environmental protection and green products, achieve the integration goal of a class of products, one standard, one list, one logo, and promote the green product certification of production enterprises. By 2025, the province's various types of environmental management system certification certificates up to 50,000, energy-saving, water-saving and low-carbon product certification valid certificates up to 7,000, energy management system certification up to 1,500.
We will improve the construction of the green certification credit system
We will improve the standard system and certification system for green products. Support enterprises and public institutions in the province to lead or participate in the revision of relevant international, national and industry standards, improve local standards for green development, encourage green manufacturing enterprises to formulate and implement enterprise standards, and strengthen the capacity building of standardization services. Implement a unified list of green product classification and evaluation standards and certification catalogs, and improve the implementation rules and use management measures for green product certification. We will establish a standard for peaking carbon neutrality, and improve the carbon emission labeling system for energy consumption.
Support enterprises to carry out green certification. Guide enterprises to carry out green product and service certification, giving priority to support qualified green
Certified enterprises participate in the creation of national or provincial green factories and the "Jiangsu quality" certification. Encourage provincial excellent industrial new products (new technology), famous and excellent agricultural products, equipment manufacturing industry's first (set) products to participate in green product certification. For enterprises that have obtained green certification, they are directly included in the "Jiangsu Province assured consumption to create demonstration units".
We will improve the construction of the green certification credit system. Establish a supervision and evaluation mechanism for green certification, strictly crack down on the behavior of falsely labeled green products, and strictly implement the main responsibility of producers for product quality and the main responsibility of certification bodies for certification results. Strengthen the credit supervision of certification bodies, make full use of the national enterprise credit information publicity system and the provincial credit information sharing platform, and implement joint punishment for those who are identified as seriously dishonest according to law and listed in the list of seriously illegal and dishonest enterprises in accordance with the provisions.
Promote regional (international) cooperation. Seize the opportunities such as the development of the Yangtze River Economic Belt, the integrated development of the Yangtze River Delta, and the construction of the "Belt and Road", strengthen cooperation with brother provinces and cities, establish regional green certification alliances, implement the "one certification, multiple certificates" certification cooperation, promote the mutual recognition and communication of certification results, promote the international mutual recognition of green certification, and facilitate product trade.
We will strengthen policy support. Provide precise green financing solutions for green product certification enterprises, actively promote the integration of green product standards into the construction of green financial standards system, promote the green insurance model, and promote the construction of green payment projects. We will strengthen government green procurement and guide state-owned enterprises and institutions to gradually implement the green procurement system. We will strengthen guidance for private enterprises and residents to purchase green products, encourage eligible cities and counties to promote social green consumption by means of subsidies and point rewards, and gradually form an incentive chain for green consumption. Establish an organic combination of green consumption and personal credit, and provide more preferential policies for residents with a good record of green consumption.
